A Shortcut is an automation assembled from actions in Apple’s Shortcuts app. It may set volume, load a sound file and play it. A purpose-built app can package audio generation, output selection, instructions, history and safety boundaries into one interface.
Both can be useful. The meaningful comparison is not “free shortcut versus app”; it is whether the exact workflow is transparent, available when needed and suited to the affected output.

Which gives better output control?
Many shortcuts and web sounds follow the standard media path. That often drives the bottom loudspeaker, not the receiver used for calls. If music is normal but calls at your ear are muffled, correct earpiece routing matters more than simply playing the tone louder.

Which is better during an urgent incident?
Use the option you have already tested and understand. The immediate physical steps are the same: disconnect cables, remove the case, identify the affected output, point it downward, run one controlled sequence and allow airflow.
Do not spend valuable time reinstalling a broken shortcut or exploring arbitrary frequencies while the phone remains connected to power. Apple’s wet-iPhone guidance takes priority over tool choice.
What limits apply to both?
Both approaches depend on a speaker that can reproduce sound. Neither can clear liquid from the charging connector, dry the battery or cameras, remove sticky residue, assess corrosion, restore water resistance or repair hardware.
